The principal investment arm of the Government of Dubai, by its own description; it is wholly owned by the Government of Dubai and was established on 3 May 2006 under Law No. 11 of 2006, according to its 2025 interim financial statements. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, chairs its Board of Directors under Decree No. (23) of 2026. It is the parent company of Emirates NBD and the owner of the Emirates Group, and partly owns Emaar Properties.
