Oman green hydrogen programme (Hydrom land-block awards)

Hydrom has allocated land blocks in Duqm and Dhofar to developer consortia through auction rounds: three agreements worth $20bn in June 2023, and two worth $11bn in Dhofar in April 2024 (EDF/J-Power/Yamna and Actis/Fortescue). No project is confirmed under construction; BP withdrew from its Duqm project, and HyDuqm (Engie and Posco) was reported cancelled in December 2025, while a third auction round for Duqm land was launched in April 2025.
